Biography

Colm Toolin is the Deputy Head of Division of Market Operations Solutions and Innovation at the European Central Bank (ECB). His division maintains and develops the Eurosystem’s portfolio of applications/developments for the management of the ECB’s foreign reserves, own funds, and ECB monetary policy operations. He established the Market Operations Innovation Lab (MOSIL) team, which fosters innovation across the entire markets department and works on user experience and practical use cases for AI/ML. Colm investigates the use of AI in financial market analysis, investing, trading, and treasury management, and how AI will impact financial and monetary policy transmission. He also has initiated collaboration with central banks on innovation projects. Previously, Colm worked in IT on topics such as Cyber Security, Application Leadership, Project Management and more.
